These were NOT nurses. These were three women dressed in the national costumes of Normandy, France who were at the stand making fine, thin French pancakes which they rolled into 'cigarette' tubes and placed in the lips of the male customers who paid the price of the biscuit. This was highly provocative, almost sexual behaviour toward men they were not related to. This was the New York Metropolitan Fair - 4 April 1864 for the next 8 weeks.
